Rob Buller
Chief Executive Officer, Founder
Mr. Buller is the Chief Executive Officer and Founder of The Buller Group, LLC. Prior to this, Mr. Buller was the Chief Operating Officer for a $50 million, publicly traded California firm, Appiant Technology, Inc. He was formerly the Senior Vice President of FrontLine Capital Group, a publicly traded venture capital firm, where he led Internet Investments and became the Chief Executive Officer of a $10 million portfolio company. After building this company from scratch, Mr. Buller led the sale of it. Prior to FrontLine, he was a partner at KPMG Consulting, LLP. He was also the founder of Shop4groceries, an e-commerce startup that signed Richfood, Vons, Ralphs and Harris Teeter to online grocery shopping. He later sold this company. Mr. Buller was an industry analyst for JPMorgan on Wall Street and began his career performing large bank mergers at Price Waterhouse, LLP.
Mr. Buller has a Bachelor of Arts degree from the University of Pennsylvania. He sits on several boards and has been invited to speak at numerous industry engagements.
Jacques (Jay) P. Andre, Jr.
Vice President
Together Mr. Andre and The Buller Group, LLC bring to their clients well over two decades of search experience across U.S. government contractors, government agencies and private sector companies. Mr. Andre has been quoted on strategic executive search issues by such publications as

. He has assessed and successfully placed numerous senior government officials and private sector executives including: Generals, Admirals, Senior Executive Service, Presidential Appointees, VP/SVP/EVPs, Partners, Managing Directors, Principals, Presidents, COOs, CIOs, CFOs, and CEOs.
Prior to joining The Buller Group, Mr. Andre led firm-wide executive hiring and was the Program Manager for Global Partner Hiring at Booz Allen Hamilton. In this role he successfully recruited senior leaders for the Civil, Defense, Homeland Security, Intelligence, Cyber, Financial Services and Healthcare markets. Mr. Andre also led or was a senior member of numerous corporate initiatives including talent acquisition process improvement, the candidate experience, diversity recruiting strategy, behavioral interviewing, sourcing, employee retention and on-boarding, as well as succession and workforce planning. Mr. Andre came to Booz Allen from Unisys Corp. where he was the Lead Executive Recruiter and Recruiting Manager for their $2 billion Global Public Sector Business Unit. Prior to Unisys, he was an executive recruiter with Heidrick & Struggles, a major international search firm, where he focused on the information technology and professional services industries. Earlier in his career, Mr. Andre worked for the U.S. Government and served on the staff of a Member of Congress.
Mr. Andre is a member of the National Defense Industrial Association (NDIA), the Armed Forces Communications & Electronics Association (AFCEA), the American Small Business Coalition (ASBC) and is a Board Member and Co- Chair of the Metro DC Chapter of the International Association of Corporate & Professional Recruitment (IACPR).
Mr. Andre holds Master’s degrees from both Georgetown University (National Security Studies) and the University of Chicago (Social Sciences), and a Bachelor’s degree from Hamilton College.
Brooke Sepehri
Vice President of Talent and Business Process
As Vice President of Talent and Business Process, Mrs. Sepehri brings 20 years of human resources experience to The Buller Group team. Prior to this, Mrs. Sepehri held senior human resources positions with The Lockheed Martin Corporation. Through her 16-year tenure she acquired an extensive knowledge of multiple human resources functions such as recruiting, compensation, benefits, and employee relations. Prior to Lockheed Martin, she held positions at Boeing Computer Services.

, based on her extensive and innovative recruiting and staffing knowledge. She was the first recruiting manager for the Lockheed Martin Regional Recruiting Center pilot program in 1998.
Mrs. Sepehri has a Master of Arts degree in Human Resource Management from Marymount University and a Bachelor of Arts degree in Psychology from the University of California-Irvine.
Brandon Power
Vice President of Human Capital Solutions
Mr. Power is the Vice President of Human Capital Solutions with The Buller Group, LLC. He assumes overall Service Delivery responsibility for The Buller Group’s Recruitment On-demand Cloud (ROC), The National Cleared Recruiting Center (NCRC), and several marquee Scalable Talent Acquisition Resource Solution (STARS) clients. He joined The Buller Group in 2003 and has been integral in the formation of its current suite of service offerings, including the launch of the NCRC.
Prior to joining The Buller Group, Mr. Power was a Manager for TLA Associates where he provided marketing, strategic management, and business development services in both the commercial and public sectors. Prior to joining TLA Associates, Mr. Power was one of the founders of T4 Consulting Group, a successful IT consulting organization that specialized in developing custom, web-based and traditional desktop applications. Prior to this, Mr. Power was one of four founders of Confidant, Inc., where he played a key part in the formation of the business plan, the proof-of-concept design, and the marketing direction for this web-based service offering. Prior to Confidant, he served as a Sr. Consultant in the Electronic Commerce practice of BearingPoint (then KPMG Consulting), providing technology integration and project management services for several Fortune 500 and high profile government clients.
Mr. Power has a Bachelor of Arts degree in Business from the Wharton School of the University of Pennsylvania.
David Peirce
Vice President of Strategic Client Solutions
As Vice President of Strategic Client Solutions, Mr. Peirce is a business leader and program management professional who brings over 20 years of experience to our team.
Prior to joining The Buller Group, Mr. Peirce served as Director of Business Development Operations for the National Security Programs Division at AECOM. He also served as Program Manager and Line-of-Business Lead for the Cybersecurity Technologies Practice at GTSI Corporation. Mr. Peirce came to GTSI from Lockheed Martin Corporation, Cigital, Inc., and American Management Systems, Inc. where he served in senior business development and services management roles.
Mr. Peirce is a member of the National Defense Industrial Association (NDIA), the Armed Forces Communications & Electronics Association (AFCEA), the Northern Virginia Chapter of InfraGard, and was former Secretary of the IEEE Computer Society of Northern Virginia.
Mr. Peirce has a Bachelor of Arts degree in Economics and Urban Planning from The University of Massachusetts, Amherst.
Shayda Sadeghian
Chief of Staff
Ms. Sadeghian manages all company administrative and human resource functions and initiatives as Chief of Staff. Ms. Sadeghian is a tenured and senior level administrator who is deeply involved in every aspect of The Buller Group, facilitating communication and ensuring project completion at the executive and interdepartmental levels.
Prior to joining The Buller Group, Ms. Sadeghian was Executive Assistant to the Chief Executive Officer at iCore Networks, Inc., where she was responsible for overall administrative and facilities management for executive teams. Prior to this, Ms. Sadeghian worked for several years as the Executive Assistant to the Senior Vice President of LCC International, Inc.
Ms. Sadeghian holds a Bachelor of Arts degree in English from George Mason University.
Carolyn Davis
Director of Marketing
As Director of Marketing, Ms. Davis is responsible for overseeing and managing all aspects of The Buller Group’s communication, marketing and brand development strategy. She collaborates with the senior administrative team, engaging in and supporting all Buller Group programs and departments.
Prior to joining The Buller Group, Ms. Davis worked in the Communications Department at The National Beer Wholesalers Association (NBWA). In that position, she produced an award-winning daily e-newsletter and served as the production assistant for an award-winning video presentation.
Ms. Davis holds a Bachelor of Arts degree in Psychology from Duke University.
